Why are government employees circulating photos and videos of harmless private citizens

It would be interesting to find out the official reason why indian government employees like the goan gsb frauds riddhi nayak, siddhi mandrekar, j srinivasan and their associates are wasting so much tax payer money and time to monitor a harmless single woman engineer, domain investor, take unflattering photos, circulate them and spread false rumors.
The single woman obc engineer and domain investor is a private citizen with no powers, the domains are only an investment, not something the indian government has given the single woman obc engineer for free, so why are her activities being monitored. If anyone wishes to purchase the domain names they can easily do so, many of these domain names cost as little as Rs 30000, when government employee siddhi mandrekar can purchase a car of Rs 300000 (Rs 3 lakh) with the bribes she extorts why can she not pay the market price of the domain names and purchase them, why is she allowed to waste tax payer money and her time as a government employee to defame a harmless single woman obc engineer on whom the vicious goan gsb fraud siddhi mandrekar commited corporate espionage.

India has a population of billion+ , many of them starving to death, on what basis is the harmless single woman engineer being targetted for harassment and defamation, with so many government employees deployed to take photos and circulate them for 6 years, wasting tax payer money. Can the indian government explain what India as a country will gain when 10-15 government employees are deployed for taking and circulating photos of a harmless single woman engineer, denying her the right to privacy.

After 6 years of surveillance, the indian government has not found any proof of black money, money laundering, and security threat which their incompetent dishonest employees had made against the harmless single woman engineer, so what is the excuse for the state sponsored slander campaign
